8th Pay Commission: As the Union Budget 2025 is less than a month away, there are speculations around the 8th Pay Commission. In a pre-Budget meeting with Finance Minister Nirmala Sitharaman, trade unions on January 6 demanded the immediate constitution of the 8th Pay Commission.
Employee unions have raised demands to constitute the new pay commission in the past, including during the last Union Budget 2024-25. However, there was no announcement on the 8th Pay Commission in the last Budget. Last month, the finance ministry also said the Centre does not plan to constitute the 8th Pay Commission any time soon. So, after Monday’s meeting, will the government announce the new pay commission in the upcoming Budget 2025?
Budget 2025: Expectations Around 8th Pay Commission
Central government employees are keeping an eye on any update by Finance Minister Nirmala Sitharaman in the upcoming Budget 2025. The Union Budget 2025-26 is slated to be presented on February 1, 2025.
Sitharaman on Monday, January 6, held a meeting with trade unions. In the pre-budget meeting with the finance minister, trade union leaders on Monday demanded the immediate constitution of the 8th Pay Commission.
Bharatiya Mazdoor Sangh Organising Secretary (Northern Zone) Pawan Kumar said the 8th Pay Commission to revise salary structure of government employees be constituted immediately.
CITU National Secretary Swadesh Dev Roye demanded that the 8th Pay Commission should be constituted immediately as more than 10 years have elapsed since the setting up of the 7th Pay Commission in February 2014.
Last month, on December 12, the Confederation of Central Government Employees & Workers also wrote a letter to Prime Minister Narendra Modi urging him to constitute the new pay commission.
“The Confederation requests that it is high time that the 8th Central Pay Commission is constituted without any further delay, necessitated due to higher inflation levels and depreciation in money value,” the employees’ body said.
What Does the Finance Ministry Say?
The Centre does not plan to constitute the 8th Pay Commission any time soon, the Finance Ministry said last month on December 3.
“No such proposal is under consideration with the Government for constitution of Eighth Central Pay Commission for the Central Government employees, at present (sic),” the Finance Ministry said. It was said in a reply to a query by Rajya Sabha members and Samajwadi Party leaders Javed Ali Khan and Ramji Lal Suman in the Rajya Sabha.
Currently, the 7th Pay Commission’s recommendations are in effect. The commission was constituted in 2014 and the recommendations were implemented in 2016. As a practice, a pay commission is constituted every 10 years. However, there is no legal compulsion.
8th Pay Commission: Salary Hike
Though there is no proposal within the government to constitute the 8th Pay Commission anytime soon, there are talks going on among employees on the salary hikes.
According to reports, salary revisions can be linked to performance or inflation instead of forming a new commission.
There are also reports that if the government approves a fitment factor of 2.86, the minimum salary of government employees will shoot up by 186 per cent to Rs 51,480, compared with the current payout of Rs 18,000.
Importantly, this is just a speculation and there is no official word on this so far.
7th Pay Commission DA Hike Likely Date
The DA hike is announced twice a year — effective from January and July every year. The next DA hike, which will become effective from January 1, 2025, is expected to be announced at the end of March 2025.
The last hike in dearness allowance was announced in November, in which DA was increased by 3 per cent to 53 per cent for the central government employees. DR for penioners was also hike commensurately.
